The ASCE Hawaii Section requests the pleasure of your company at our annual Outstanding Civil Engineering Achievement (OCEA) Awards Banquet. Please join us in recognizing the outstanding civil engineering accomplishments of Hawaii's design and construction professionals. We are excited to have our Region 8 Director, Larry Magura, in attendance.
We would like to thank everyone who nominated projects for this year’s OCEA Awards. Below are the 2024 OCEA Award Winners.
The Overall OCEA Award Winner will be announced at this year’s banquet.
Best Large Project:

Best Special Project:
Lahaina Post-Wildfire Drainline Condition Assessment

Owner: County of Maui, Department of Public Works, Engineering Division
The ASCE Hawaii Section will also have a special award presentation from ASCE Region 8 Director Larry Maguro. Director Maguro will be presenting our very own Dr. Roger Babcock with the ASCE Region 8 Dale Nelson Engineer of the Year Award! This prestigious award recognizes one exemplary engineer from ASCE Region 8 for their contributions to civil engineering through leadership, research and/or career accomplishment, as well as their contributions to the community, society and humanity. Dr. Babcock’s civil engineering contributions through leadership include work throughout his career and through his participation in professional organizations, like ASCE, as well as in his community; he says, “being a civil engineer for 30+ years has been an amazing, fun, and satisfying adventure.”
